Crown Agents USA, Inc. (CA-USA) is seeking a Chief of Party (COP) candidate for an anticipated USAID E-Customs Trade Activity located in Jordan.

Since its incorporation in the United States in 1998, CA-USA has provided technical assistance services and support to U.S. Government agencies and international organizations such as the U.S. Agency for International Development (USAID), the Millennium Challenge Corporation (MCC), the U.S. Trade and Development Agency (USTDA), Department of State (DOS), and the Gates Foundation.

Project Description

As part of a global USAID initiative to improve public financial management with partner countries, USAID/Jordan intends to assist the Government of Jordan in providing technical assistance and support to Jordan Customs (JC) to implement a National Trade Single Window project, otherwise known as an E-Trade system. The system will work to include over 28 governmental entities and relevant stakeholders with a direct involvement in trade on a unified platform. Through this initiative, the new system will significantly reduce the time of release for all shipments, as well as work towards achieving an E-government platform with a paperless environment. The aim of this activity is to transform Jordan into an international center for all transit and clearance requirements.

Role & Responsibilities

The COP will direct the implementation, programmatic direction and provide leadership of a highly complex and strategic project to achieve the successful realization of all project deliverables. The COP will ensure responsiveness to the client and other stakeholders, lead work planning, monitoring and evaluation, budgeting, performance management, strategic communication, and project representation.

Additionally, the COP will lead the project's technical direction and provide management oversight in order to achieve completion of all project deliverables profitably, timely, and in accordance with client regulations, CA-USA policy and the highest standards of integrity and transparency. This position is contingent upon award of the Jordan E-Trade Project.

Qualifications

  • At least 10 years’ of experience providing project management and technical assistance for programs focused on customs reform and national trade platforms supporting an improved business enabling environment.
  • Master’s degree in a relevant discipline preferred; Bachelor’s degree and additional years of relevant professional experience accepted
  • Previous work with e-trade or similar systems preferred
  • USAID project management experience preferred
  • Prior management of a project of a similar size and scope required
  • Prior experience in an Arabic-speaking country desirable
  • Fluent in English, written and spoken; Arabic language skills preferred
