Located in Washington, DC and incorporated in 1998, Crown Agents USA provides technical assistance and support to clients such as the U.S. Agency for International Development (USAID), Millennium Challenge Corporation (MCC), the U.S. Department of State (DoS), and the U.S. Trade and Development Agency (USTDA).

Role & Responsibilities

The Recruiter will lead internal, project, and proposal level recruiting efforts. The incumbent will serve in a primary or mentor recruiter role for business development efforts and provide full-cycle recruitment support. Will conducts CV searches for proposal inclusion, formats CVs and assists with other related proposal recruitment tasks. Additionally, on an as needed basis and as time permits, contribute to full cycle recruitment for existing public and private donor funded projects, which includes USAID, MCC, World Bank, DOS and the Bill and Melinda Gates foundation.

Specific Responsibilities

Proposal Recruiting

· Serve as lead recruiter on quick-turn around proposals and sub-contract proposal

· Work closely with practice area leads and business development team to ensure communication on staffing and recruitment efforts

· Conduct full-cycle recruitment on key and non-key proposal positions including sourcing qualified candidates, arranging interviews, conducting references checks, and verifying salaries

· Work in conjunction with technical and program staff to draft and finalize organizational charts and personnel staffing plans based on the proposal’s scope of work

· Format and tailor CVs and develop final draft bio-blurbs for proposed candidates

Recruitment& Selection

  • Assist in selection of staff through:

  • Screening & ranking applicant CVs sent in response to advertisements for open positions vis-à-vis position requirements

  • Identifying non-active job seekers for difficult to fill CA-USA positions leveraging innovative internet and networking techniques

  • Conducting interviews with hiring managers as requested by Senior Recruiter ensuring that interviews are carried out in a professional and consistent manner

  • Support staffing efforts for existing projects through the identification of Permanent, Long-Term, and Short-Term candidates that meet or exceed minimum job description or scope of work requirements.

  • Liaise with Human Resources to draft employment agreements, ensuring the equitable and consistent application of salaries and benefits for employment offers and other compliance aspects of recruitment.

Department Administration

  • Gather candidate application materials, ensuring compliance with federal, donor and internal CA-USA procedural regulations
  • Verify 1420 biodata documents ensuring accuracy of information including salary verification, signing, and filing forms within the recruitment database
  • Consistently update candidate and assignment records in the applicant tracking system to ensure accuracy of information
  • Participate in practice area meetings, bringing necessary updates to the attention of the recruiting team
  • Develop job advertisements and scopes of work for international project positions

Special Projects

  • Undertake any assigned special projects involving the development and implementation of new recruiting practices
  • Create & give ad hoc presentations to CA group personnel on topics relevant to best recruiting practices

Qualifications

  • Bachelor’s Degree in a related field required
  • Minimum three years of overall work experience with 2 years of relevant experience to qualify at the Recruiter level; minimum 5 years of overall work experience with 4 years of relevant experience to qualify at the Senior Recruiter level
  • Demonstrated, intermediate capability with an ATS (Applicant Tracking System) required, experience with Taleo preferred
  • Prior experience recruiting within an international development or similar government contracting environment a plus
  • Knowledge and familiarity with use of social networking sites for recruitment preferred.
  • Excellent written and verbal communication skills
  • Must demonstrate personal attributes such as loyalty and integrity in addition to being resourceful and flexible, which is inherent in this position
  • Fluency in English is required; bi-lingual or multi-lingual ability preferred
  • Legal ability to work and live in USA is required
